The Role
The Maritime Systems Division has an opportunity within the Patrol Boat Systems Program Office (PBSPO) for an individual to join the Commercial team as a Contract Management Officer in the Darwin office. The PBSPO is responsible for providing through life support to the Armidale Class Patrol Boats (ACPBs) and the Cape Class Patrol Boats (CCPBs). Asset management services are delivered through outsourced performance based In Service Support Contracts spanning engineering, maintenance and logistics operations.

Within the Contract Management function an APS5 Contract Management Officer is accountable under limited direction to perform and achieve complex contract management work within an integrated workforce. They are accountable to have and maintain a well-developed understanding of and compliance to relevant legislative frameworks, government decision making and Defence’s mission and policy requirements.

An APS5 Contract Management Officer will be accountable for organising their workflow and making independent decisions relating to their area of responsibility. They will interpret and provide advice within the contract management function based on legislation, policy and procedures. They will undertake specialist research and analysis, conduct reviews and perform procedural and clerical support work to achieve results.

The APS5 Contract Management Officer will coordinate and contribute to the work of a team consistent to a work plan and provide advice and assistance on methods of task completion to team members. They may be a team coach or supervise a team and be accountable to set work priorities, allocate work, and manage workflows and performance. They are expected to be capable of reviewing and developing the quality of work undertaken by others and identifying opportunities for on-the-job training within a work unit.

The APS5 Contract Management Officer will be required to engage and communicate with stakeholders to identify, respond and provide advice on issues to achieve work unit and Defence outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development.

Asset management services are delivered through outsourced performance based In Service Support Contracts (ISSC) spanning engineering, maintenance and logistics operations.

You will be a key member of the PBSPO Commercial team, responsible for delivering complex procurement and contract management activities with a clear emphasis on governance and assurance. We are seeking an individual with strong
interpersonal skills, particularly negotiation, communication and influencing skills, an agile approach to managing complex and competing priorities and the ability to remain focussed on delivering strategic outcomes in a high tempo environment.

The PBSPO is dedicated to the continued professional development of its staff and you can expect to enhance your skills through additional formal training. As the position is located in Darwin and considered to be a remote locality as defined in the Defence

Our Ideal Candidate
As the APS5 Contract Management Officer, you will have comprehensive knowledge and understanding of the relevant mandatory legislative and policy compliance obligations in relation to procurement and contract management. You will be responsible for the provision of advice and assistance to stakeholders including Defence personnel and the In Service Support Contractors and will be highly skilled at managing key supplier relationships. Tasks will include:
  • Assisting with procurement planning, contract formation and contract management activities
  • Drafting and delivering procurement and contracting documentation including templates, correspondence, reports, submissions, contract change proposals and other procurement and contract management documentation
  • Reviewing contracted services and documentation to ensure and verify correct charges and payments are applied
  • Monitoring, reviewing and reporting on contractor performance
  • Providing advice in relation to procurement, contracting, financial and administrative policies with a strong emphasis on compliance, governance and assurance
