About The Role
NSM are seeking an experienced professional to compliment the growing team. Based in Rockingham and reporting to the WAMA Alliance General Manager, the The Program Controls Manager has overall responsibility for implementing and managing program wide control procedures and leading operational tasks in the areas of cost, document and schedule control in order to meet program performance objectives and all associated reporting.
Responsibilities Include But Are Not Limited To
Leadership and Development
- As a member of the Leadership Management Team, contribute broadly to the leadership, direction, strategy and delivery of the Warship Asset Management Agreement (WAMA) Alliance (the “Alliance”).
- Create and lead a balanced team to undertake business operations including the implementation and compliance with Alliance and Participant organisation requirements.
- Lead a group that delivers accurate budgetary and financial reporting in a timely and efficient manner, meeting or exceeding Alliance performance targets.
- Implement and maintain Plans, Procedures and Processes as necessary to provide robust financial management outputs.
- Participate in the application of Earned Value principles to individual and collective tasks. I
- To lead the Program Controls team and manage recruitment, performance, training and career development of Program Controls personnel
- Develop and maintain a Program Level cost and schedule management system for the Alliance Programme of Projects.
- Undertake strategic planning and forecasting for all Alliance known and potential work providing a rolling 12 month forecast and budget of projects
- Establish and maintain relationships with all Alliance stakeholders: including all participants and associated government institutions and corporate organisations.
- Degree qualification in relevant field
- Extensive Program / Project management and Leadership experience
- Demonstratable and recent working expereince with Program Controls in a large, complex organisation
- Aptitude to understand and communicate operator needs and articulate necessary trade-offs to support emerging and/or conflicting requirements.
- Demonstrated experience working in and managing a complex stakeholder environment.
- Demonstrated capability in leading and managing transformational change.
- Demonstrated balanced risk-based decision making.
- Effective verbal and written communication skills
- Proven negotiation and influencing skills – both external and internal
- Must either hold, or be eligible to obtain an Australian Defence Security Clearance; and
- Must be eligible to access US ITAR and EAR controlled equipment and information.
